Carb question

Hi everyone! I just took delivery of my Packard LWB, and it died while the truck driver was trying to move the car off the trailer. After a fruitless attempt of starting it, I found picture related. There's obviously parts missing; my guess is that the bar impinges on the turning thing to keep the choke open while starting, but I have no idea. What is this supposed to look like?
