Agree it appears to be a fuel pump but not anything Packard used as stock or offered as an option. Is that grayish looking line visible in the 2nd thru 5th photos an electrical wire out of the pump or something laying on the bench? If a wire maybe an aftermarket electric pump.
There was only a mechanical fuel pump as stock and it would look like the one in the red circle in this photo. If there was an optional fuel filter it would be a ceramic with glass bowl type mounted directly on the inlet port at the carb.
