I'm a little slow, so I didn't even think of checking my parts car, which is a 53 patrician, and it does not have bolts in these locations either. I don't think they are missing at all, it is just not supposed to be bolted to the frame in these places.

Mine had rubber cushions on inner number 2, but not inners number 3 and 4. I think I'm going to put cushions there anyways, because I'm guessing they just fell out?
