1954 Clipper Inoperative Temp and Fuel Gauge

My 1954 Packard Clipper Two-Door Club Sedan (327c.i.) has an inoperative temp and fuel gauge. I made sure all the wiring connections are secure behind the instrument cluster, especially to the gauge voltage regulator behind the binnacle. I suspect it could be the gauge voltage regulator, but not sure. I can get these gauges to register, slightly, when I increase engine RPM, but, mostly they seem dead. I tested the temp gauge by contacting the feed wire from the sender to the engine block, and got full deflection on the gauge, so I know the gauge works. If it's the gauge voltage regulator, does anyone know where to get one? If I can't source the regulator, does anyone know of a work around? Thanks for any thoughts on this topic.
