Carburetor Adjustments

When going through the Carburetor information I cant seem to find anything in reference to the initial position of the throttle adjustment screw (the screw that adjusts the throttle lever stop). Currently the screw is all the way out on my carb (lever is resting directly against the stop). The idle speed is still running to fast, and I have no adjustment since the screw is all the way out. So the question is before I pull the carb, and go through all the adjustment checks, where should that screw be set initially so I can index the rest of the adjustments off that point.

I just cant understand why that is not reference in any of the adjustments sections. It just say to loosen the throttle lever screw to ensure the throttle plates are fully closed against the carb bore. Just that only happens when the screw is fully out.

This is on a Carter WGD 2102s.
