Did u have the throttle blades removed?????

The throttle blades have a top and a bottom. They should not be installed upside down. AAlso when installing the throttle blades the shaft and blades need to be centralized with each other to allow for some endplay in the throttle shaft. Otherwise some binding of the blades or the shaft will disallow the blades to close fully.
