SJ is a service rating. Here is one definition. 'S' = "Stranded wire" with rubber insulation, 'J' is for "Junior" (300 vs. 600V), 'O' for "oil resistance", etc.

Believe it or not, black extension cords are now getting pushed aside by orange, green or tan denoting various approved uses. Some hardware stores might have them and most will carry bulk black 3 conductor cable on a spool but the problem may be in the proper gauge. For headlights, Packard used 14ga originally and I'd stick with that but some stores no longer regularly stock that large. Might have to go to an electric shop. Extension cords that large will be expensive when all you need is 3 or 4 ft.
