I'll venture in here since I am restoring a 21st series (1947) Packard 2126. Radial (tubeless ?) tires supposedly will work with the wheels. That said, tubes are available for those (I've been told)and are advisable. That gives you the advantage of quieter more durable tires but takes the guess work out of the rim seal. Just doing the research myself but that is the information that I have found.
PS....there are some radial tires that actually look remarkably similar to the original rubber on the cars. Won't pass the sniff tests at many shows but pretty darn close.
