Most likely just set them cold and probably not to accurately either. NOTE: that a valve adjustment is usualy part of the 1000 mile service check up with nearly all manufactuteres. Or new car prep procedures at the dealer.

Or to put it another way: The factory left it up to the dealers to set them right.
