First make sure battery is fully charged, and all connections are clean and tight. Six volt systems are extra critical of bad connections.

If still no joy you may have to take the starter to an auto electric shop. Surprisingly, most of them can repair or rebuild a starter that old with no trouble. But be sure to ask first as some don't want to bother.
