Others may have better feel for washers and springs. Been too long since I paid much attention to what is there-although as long as nothing binds or is so loose it's sloppy or close to falling off is probably OK.. As to the wire, there should be 3 going into the OD loom and a short jumper between governor and lockout switch. If those are present and connected per schematic then no ideas.
