This may not be applicable to your '51, but I can say that when the flocking goes, in many cases it's gone completely. There was no trace whatsoever left in the trunk of my '50 and only miniscule traces of the original flocking in the trunk of the '49. I know both cars were originally flocked. Whatever Packard used to adhere the flock didn't hold up at all (at least on my cars). The floor of my '50 (Custom) trunk has what appears to be a factory stamp-cut hogshair carpet.
