Common wear item, especially if the chassis wasn't greased at regular intervals. In later years it used a rubber bushing and Moog and others offered upgrade kits to convert to a grease-able pivot. You should be able to find a repair kit w/o too much difficulty as many cars other than Packard, noteably Buick, used the same arrangement.

If yours matches either of those below, I think I still have them both available. IIRC the Moog replacement was K-87. The one on the right is new, the one of the left is nice a snug though used.
