It's same as Chevy and other Gm products Ca. 1955 - 1973 that i konw of. Probably still used to this day. Go to nearest discount auto parts store.

The "C" clip or horse shoe clip is rather wide and soft so it can be squeezed with a pair of pliers to retain it. It is WIDE so that it will not interfere withthe hole in the shoe that the dowl of the e-brake lever fits thru. The hole in the shoe for the dowl is rather large to prevent binding due to rust or other debris build up. So something skinny like the standard jesus clip could hang up in the hole.

ALSO NOTE that there may be a wave washer installed either between the e-brake arm and shoe or maybe between the clip and the shoe. Seems to me like Chevy dropped that sometime early 70's tho so u probably don't need the wave washer. Packard probably didn't use it.
