If for any reason the starter remains engaged once the engine starts, in many cases, the engine will keep running no matter what position the ignition switch is in as long as the starter is engaged.

This is due to the ignition resistor bypass, which is built into the starter solenoid on many cars.

With the ignition resistor bypass function solenoid, the bypass circuit will feed battery voltage directly to the ignition system as long as the starter is engaged, no matter why it is engaged.

It wouldn't matter if the starter run-on problem was electrical or mechanical.
