Did you check out the Airtex #3461 from a 1961 Ford 352 V8, looks like it has a vac portion for wipers. I couldn't tell much from the pix on Airtex site.

I note there are no cross references on Carter or Airtex websites for the M-2198S fuel pump listed in the Packard Service manual.
