I don't know why u're replacing the EXTRERNAL tube. If it is clogged up with carbon then u have a INTERNAL stove tube that is burned thru allowing exh. gasses to enter the EXTERNAL tube and choke on the carb.
I do not know specifically what packard used in production for the INTERNAL stove tube. Never bothered to check it. However it is highly unlikely that Packard did not use SS for the INTERNAL stove tube. SS will not burn out like standard steel tubing.

Also note that by general automotive Hoyle the INTERNAL stove tube should also have a corrugatged or interupted centre area for about 1 inch . It will look like it was stamped near the center 1 inch of the tube with a dull chisel about 4 strikes around perimter of tube Ths is to increase the amount of exhaust heat Xfer to the air passing thru it.

Again, i've never studied the PACKARD application of the INTERNAL stove tube but what i have outlined above would be generaly expected for this application of choke operation in ANY engine that uses it.
