It's not a vacuum passage. It's the outlet end of the choke stove for the heated air feed line to the two automatic chokes. The vacuum to draw the heated air comes from the automatic choke units, not from the opening with the cap. The automatic choke units are missing, I guess you already know that.

If you care, lots of other irregularities on the carburetors and their linkage, etc. The throttle linkage in particular, as it is configured, is going to make it impossible to get the correct throttle pressure linkage adjustment for the Ultramatic. There is an illustration showing the linkage in one of the Service Counselors, or myself or others could provide a good photo for you.

Have you checked the tag numbers to see if you have the correct carburetors? Front and rear differ from each other in a number of ways, correct #s are 7008230 front and 7008231 rear.
