No brakes

Hello all!
I just fired up the 55 Clipper Custom constellation. Backed it out of garage and had mild heart attack. Brake pedal flat to floor. Pulled the carpet back and opened the 1-1/1/8 cap. Upon inspection the master cylinder was dry. Filled it. Pumped brakes and got some bubbles. No brakes and pedal has no resistance. What is the next step?
Any ideas on where the fluid went? Shall I pull all the wheels off to inspect the wheel cylinders?
