There were no smog or pollution regulations in those days and all Packards were manufactured in Detroit so a "regional" shorted of vented caps could not have been an issue. There were plenty of manufacturers of caps who would make any type in any quantity required. The parts book indicates only one part number so there is only one type, perhaps with the exception of commercial cars.

If you have been keeping up with this post you will see a photo of our ALL ORIGINAL 1952 Patrician gas filler with a notch. Thus the notch/no notch is not limited to 1956.
