Why isn't Bendix TV as sensitive as it used to be?

I had a 56 400 I purchased in 1962. The seller warned me of the sensitive brakes and suggested I get used to them in the alley behind the garage. They were very sensitive! I adjusted to them, but did warn my wife the first time she drove it.
My question is WHY aren't they that sensitive today?

On my 400 (BEST OTHER) I did have original Packard lining on the front wheels. The TV had been rebuilt by Ed Strain. Any theories (or known fact?) as to why that sensitivity is no longer there?
