Some suggestions but as I haven't been rebuilding Ultramatics in 40 years I'll ask for Ross' confirmation/correction.

There is a band and actuator that controls Low range. It could be as simple as an external adjustment of the low band or non-functional low "brake" hydraulic actuator which is accessible after removing only the transmission pan.

If you buy it, suggest you purchase a factory service manual, extensively illustrated and an excellent diagnostic section
