To test the gauge by grounding the sender wire, with the key on just use a short piece of wire and touch one end to a good clean piece of metal on the engine or body and the other end to the wire and terminal connected to the end of the sender. The gauge should immediately start to move to the hot side.

If needle moves the gauge is OK so don't keep the sender wire grounded any longer than it takes for the needle to move very far.. If the needle does not move check the wire to make sure it is hooked up at the gauge end. If you have an ohmmeter you can check for any breaks in the wire but if that checks OK then the gauge is most likely at fault.. If more than one gauge is not operating the instrument voltage regulator on the back of the cluster would be suspect.
