The photo shows it is seated all the way. It seats at the back, inside the timing cover. Just for reference for other folks who may stumble across this thread in the future, the PS pulley is merely wedged into the balancer and can easily be pried out. If you are going for a painfully correct show restoration, the balancer should be engine color and the PS pulley black.
