Repeat after me: I love my Packard, I love my Packard....
Did you find clear evidence of leaky head gaskets? If not,maybe the heads have developed cracks.
Quite a joy, doing the same thing over & over and expecting different results but the problem is someplace, no matter how elusive.

P.S. If Copper "Spray A Gasket is compatible with those gaskets, that might be an option & don't let me insult your intelligence here, but you likely know about re torquing after a heat cycle or 3?
