Packards often had a spacer mounted between the pump body and the engine crankcase or block like the attached photo of my 1933 1002 Eight shows. The spacer is 3/8 inch thick. Thus the need for 2 gaskets. My 1954 Convertible with the 359 engine does not have a spacer so I'm not sure when Packard stopped using them. The kit you have probably would fit pumps from several years so 2 gaskets are supplied.
