Re your #2, the difference in pressure readings is the result of the different points within the oiling system at which you are measuring the pressure. The reading at the filter inlet is the tail end of the it, after all system leak down losses. There are articles on interpreting this in some older issues of the PAC quarterly, an article specifically on V8 lifter clatter comes to mind.
Or why not just ask Jack Vines who asked you for the measurements?
