I remember a 56 Patrician a few years ago where the owner had similar overheating issues and had done just about everything you have done and then some. He was able to install a flex fan but no improvement. His problem finally turned out to be a previous owner had a repair made or a replacement radiator installed which was way too small. As I recall the poster said the radiator had a core with only a couple of working rows instead of the normal 3 or 4. You might check or verify with the radiator shop the size of the core.
