You absolutely need to put at least 7 quarts in before starting the engine. That will be enough so the fluid can start circulating and lubricating various bushings and seals.
Here is a bit from taken from page 51 of the Twin Ultramatic section in the 55-6 service manual. The Packard specified type A fluid is obsolete so use the type fluid recommended by the rebuilder or else use type F or modern Dexron III if nothing else was specified.
