Doesn't a new compensating stem as well as the little rubber piece come as part of rebuild kits?
See, for example, this one (various folks including Max and Kanter sell rebuild kits)

Tiger Treadlevac Repair Max and Kanter will also rebuild your unit and do a fine job. Kanter also will do that on an exchange basis, I understand.
