Actually most of the relays Packard used (notable exceptions being horn, OD, power door lock, TL solenoids, and the shift relay) get ground for their coils thru the case mountings so you would need to ensure the AC, start and park relay cases are grounded. Usually the mounting screws biting into the sheetmetal and making contact with a mounting ear is sufficient for a good ground. Because of the large current draw in the shift motor the short ground wire to relay terminal 5 Riki mentioned needs to have a very good connection to the sheet metal. It would be advantageous to ensure the brass sleeve that passes thru the rubber grommet at the end the wire is connected also gets full contact with the fender in addition to the threads on the screw.
