Bring starter fluid when you visit. If it starts, then it will PROBABLY be an easy-ish fix (though could be something weird like a bad fuel pump)

13k is a but high considering the paint doesn't look too good, but the interior is nice. Weird the owner didn't try to power wash it before putting it up for sale.

Also, I'm talking a bit outside of my scope here so I'd definitely wait for some second opinions.

Edit: also the push button gear selection is cool but I've heard it's unreliable and hard to get parts for. If you get it running don't forget to check all thr gears.
