To the left of the spring, large washer, and sleeve is a c-clip. That preloads the shaft toward the center of the car. The sleeve takes up the space where the brake pedal would have been if the car had non power brakes. Remove the c-clip and clean up the shaft as best you can and you can slide the shaft out the outside of the frame rail.
