I will concur with that assessment Chuck, as I have recently looked at a '55 Clipper with power brakes and o/d and it's the same way. It is factory, too. But to me, it seems like the other way around, the clutch pedal is lower than the brake pedal. It may just seem that way since the clutch is missing it's pedal.
