Basically you have figured out that the electrical system has been tampered with. When you receive the kit install it exactly like the Packard wiring diagram indicates it should be. Maybe before installing the kit,just put the system back to the way it left the factory with the proper on-off switch as a test. The important thing is to be sure the wiring is the way it needs to be. You can get the wiring diagram on this site.
