It is the top section where the turn signal switch mounts. The shift lever goes in the piece just below it. Depending on why you ask though, there are some detents and stops on the bottom of that piece the transmission lever uses. Those wear or also the little square at the end of lever that fit into them. Wear at either place will cause the lever to not lock in park or reverse and to easily slip or feel soft between gears.
