IIRC The chevy uses all same diameter cam bearings. Packard V8's use a progressively smaller diameter cam bearings from front to rear. Double check manual and parts cataloug for verification. The Chevy tool is probably too short with only one mandrel. I have a chevy tool here but if i remeber rite it would not work on the Packard V8. Measure the ID of the cam bearings ALL of them from front to rear.

Why are u changing the cam bearings????? If they look ok and are with in service spec then LEAVE THEM ALONE!!! They only turn 1/2 crank speed. Don't change them just to get a warm fuzzy feeling. If they're bad or worn then definately change tham.
