I did my 34 hubcaps in a way somewhat similar to Packards1, but after the paint (enamel) had begun to set but before it was fully dry, I first used a rubber squeegee blcok for the large excesses, and I then wrapped my rubber sanding block with a bit of flannel just barely damp with lacquer thinner to wipe any further excess from the raised surfaces. It worked very well.
