The system was designed to minimize friction. The only resistance that holds and returns it to level is the combined tension in the torsion bars - main (long) plus compensator (short) bars.

Shock absorbers, when properly operating, dampen the compression/rebound cycle. While I've run into a problem of binding in shocks/struts on some vehicles, such a condition would seem to run counter to your see-saw problem.

I'm starting to wonder if there's a problem with the planetary gear train in the compensator assembly. Yet, I'd expect some sort of unusual noise - even if only a click or a clunk.
