As long as the metal tubing is in good condition and connected to the hose by a high pressure fitting, wouldn't be too concerned. Many short lengths of metal are used to save space or move a bulky hose connection to a more convenient point or in a specific direction. Not sure what your valve originally was used on but looks like that mfg used longer lengths than Packard would have used. Might also be aftermarket or made to order hoses from the parts store.

Here is a hose with a short length as used on my car. The operative words are high pressure fittings though -- capable of at least 1000psi. There should only be one hose with a hose clamp and that would be the low pressure return line from control valve to pump.
