Randy, I must respectfully disagree with you here, though I generally believe that you are correct in nearly everything!
I initially thought that it is a Silver Arrow too; but the more I looked at it, the more I am convinced that it is not a Silver Arrow. Note the slab sides of the car in picture. The Silver Arrow has protruding rear fenders. Also, the rear window is obviously different from the Silver Arrow.
I honestly do not know what kind of car this is. I think it looks like something from the 1930s. It is probably a custom body that may have been patterned on the Silver Arrow. I also thought that it might be Tatra, but I had to dismiss that one too.
