Is the pedal retracting spring present, in good condition, and hooked in the correct spot on the throwout arm end to keep it and linkage tightly together and out of the way when not needed? Perhaps there is something worn or adjusted out of tolerance and the arm or linkage is actually able to move slightly when at rest.
