27-31 133" wheelbase frame ID

I'm looking for some help identifying a chassis I've come across. It has a 133" wheelbase and solid wheels with aluminum Packard bearing covers.

There is a number on the drivers side rail around where the cowl would be the number has a pair of five pointed stars framing it.

Any idea what year it would be?
