To add a bit more to what Kev just said on iPhones or iPads and HEIF, following his suggestion the attached photo is taken with an iPhone7 running IOS 11.4 at the default "High Efficiency" setting. It would not post directly but as Kev mentioned, running it thru another app on the iPhone or iPad converts to jpg. In this case I stored to iCloud Photo sharing and then brought it back into Photos. You may be able to eliminate the cloud storage step but that is how I have mine set up.

You can touch up the image or even crop to reduce the file size a bit in Photos although there are better stand alone programs available from the app store to do the resize free or at a minimal cost. One I downloaded and played with a bit yesterday on the iPad is called ReSIZER. It seems easy enough to use but haven't gone into it in detail yet to see exactly how much it will reduce an image.

Test done entirely on iPhone with default settings. One is posted as taken and the second is the same image with a small crop done in Photos.
