Help identifying tool

I found this in a toolbox and don't know its purpose or use. It has B.L.T. Industries on the red rubber handle cover . There is an air gauge in the handle as shown in photos. Also one end might have something to do with hubcap removal--just guessing. Anybody have any ideas? Appreciate the help.
