Roger, to brace oneself for the worst is a good strategy when the discussion turns to survivors of the Soviet empire. Don't tempt me to undercut the quality, I have more pictures of creatures like this, born in dark canyons between Romania and Sino-Tibetan villages.
It reminds on bone fragments, to see the one or another Packard metal part protrude from this psychedelic orgy of linoleum and color-coordinated cover material.
The design of the hand crank for the devider window confirms the 1938 model (please see the last pic below, that shows a crank from a 1938 Packard 1601).
