Identification of Bonnet(Hood) Ornament?

I've been asked to identify the bonnet(hood) ornament in the attached photos. As I'm not an expert in these thought I'd call on the collective widom here to help me out. I'm thinking "aftermarket", but what do I know? 
Guy who asked the qustion advised this: "1940 - approx - Packard chrome swan".
Besides the ornament, what about the base? What might that fit?

Some of the photos display somewhat "skew whiff", probably taken with a cell phone. To see them the right way up, click on the skew whiff photo and it'll take you to an image the right way round.
