Remove what you're trying to attach, and run a bolt down by hand on all of the holes to make sure there's no dirt, chips, or debris binding up the threads. If there is, that would load the bolt differently than not and possibly cause a problem.

Though it sounds like the bolts are just worn out. I would get a new set in a case like this.
