Part found in oil drain tray

I’ve been doing some serious house cleaning of the shop which is still a mess from the insulation and now even more so after a partition was added last week. In the process of cleaning things for better storage, I found this part under a little oil in the bottom of a large plastic drain tray and have no idea what it is or where it came from. It may not be Packard but in case it is, does anyone recognize it? It’s about an inch wide and two inches long.
