My understanding is that certain pigments themselves have changed and some colors were formulated with pigment materials that are no longer used or even available, making the task of re-creating colors from original codes alone almost impossible.

I have no doubt that that is true but from what I've heard there are sometimes combinations of modern pigments that can approximate a single, discontinued pigment . Also difficult to source today are the very fine-flake metallic pigments - today's metallics generally use much larger flakes. This was a problem for me with the Roman Copper Metallic on my 56 Caribbean; for the real purist you can have the pigment flakes ball-milled to reduce the size before they are incorporated into the paint.
